Civic Myopia

My council is insisting I dump the wood and fencing I have obtained from freecycle to give me some privacy and to prevent the 'lovely' locals from using my garden - thanks to a boundary that is only one foot high on the main road - as a depository for their food, drink and confectionary packaging even when the bins are not overflowing!  I cannot physically instal the fencing myself but am not being given the time to raise the necessary funds :( 

Apparently I have created an 'eyesore' which has supposedly already offended some people!  That I have the - often very smelly - dogbin and overflowing rubbish bin just in front of my extremely low wall is of course of no consequence!  That would not constitute grounds for removing an upstart like me!!!

I know of no-one who objects to my way of getting rid of the grass - flattened cardboard boxes, which would no longer pose a problem if we had not had this long drought - so that I can create a low-maintenance garden that is a thing of beauty for all to enjoy!  Several plants are already in bloom and anyone with vision can see what I am trying to achieve.  Many have praised me for the hard work I have put in already and have commented that they know it will look lovely.

Why can't bureaucrats be fair?   Perhaps many years of pushing paper and imposing rules is what leads to their developing such a bad case of myopia.
